Abstract: 4 pages in length. The process of public policy is not really as much of a publicly-endorsed operation as government bureaucrats have Americans believe; to understand this reality, the authors point to an overriding prevalence of pushing aside public education/involvement and incentive provisions in order to protect their own interests. Influence from every angle besides the public one is what these authors claim has deconstructed the policy-making process and turned it into little more than a vehicle for advancing personal agendas.
