Abstract: 3 pages in length. Obtaining - and keeping - affordable housing within one's budget is one of contemporary society's most painful problems. The extent to which rent control has provided many the opportunity to find suitable housing where they otherwise would not is both grand and far-reaching; that the very aspect of rent control represents a dichotomy of tremendous proportions: It is a godsend for low-income people while at the same time a financial disaster for property owners locked into artificially low rents. One of the hardest hit populations where rent control - and its ultimate deregulation - is concerned is that of the homeless. Bibliography lists 5 sources.
