Abstract: 7 pages in length. California may be leading the way in this particular area of law enforcement but at what cost? Clearly, the trade out for removing drug offenders from the streets is not equal to the exorbitant expenditure necessary to house these nonviolent, nonfelonious criminals. While other states may want to follow in California's tough footsteps, the expense to run their prison system as-is is prohibitive enough without adding minor drug offenders to the mix.
