Abstract: 14 pages in length. Analyzing and understanding the differences that exist among issues of policy reform requires one to accept the inherent discrepancies within the government. Clearly, the strength of interest groups, insider support and myriad other elements often add up to overwhelming support for or opposition to a given reform, rendering it either passed or destroyed with a single thrust. Such is the case with campaign finance reform and the tremendous efforts that have been made to achieve change. When compared with other policy reform like violence against women, one can easily see how certain efforts are met with great endorsement as an answer to public outcry, while others like campaign finance reform continue to evade congressional passage.
