Abstract: A 12 page research paper that examines the evolution of colonial governance in both Spanish and Portuguese ruled territories. The writer argues that Spanish and Portuguese rulers sought to maintain their control while opposing the emergence of a powerful, hereditary nobility located at such a distance where they could not be easily controlled.
