Planning for Sufficient Public Housing

Abstract: A 7 page paper discussing considerations for the city council of a fictitious city of 250,000 as the council embarks on a five-year study of zoning to control urban sprawl in the economically healthy and rapidly-growing city. The paper uses the example of the decay of downtown Detroit and sprawl into outlying suburban areas as an example of what to avoid. The paper discusses how changes in zoning laws and allowing private developers downtown areas could have benefited the city, using Portland, Oregon as a positive example.
