Energy in California: Crisis, Challenge or Both?

Abstract: (5 pp) In February of this year (2001), California Public Utilities send a message to its subscribers, "Yes the energy shortage is real!" It then goes on to say that the State of California has a population of 35 million and is the world's sixth largest economy. Obviously that is a lot of light switches. The Utility is asking its users to modify their habits and reduce their energy consumption.
