National Health Care Limit

Abstract: As part of his program to stabilize Social Security President Clinton also proposed a reduction in health care costs by introducing global budget caps to limit the annual national health care spending. This 5 page paper argues that this proposal is not practical inasmuch as the people who are meant to be the recipients of a stable national health care system: children, the poor and the elderly, are the same population that would be effected adversely by the changes.
