Spectator Safety

Abstract: This 21 page paper provides an overview of the issue of spectator safety at sports grounds and argues that spectator safety cannot be ensured by the application of the law. Instead, this paper argues that spectator safety can only be guaranteed by the adoption of a societal safety culture and utilizes legal and theoretical perspectives to support this view.
