Abstract: A 10 page paper discussing the speech that General Colin Powell made regarding the state of education in the US prior to the official nomination of George W. Bush as the Republican candidate for the 2000 presidential election. It is a wonderful and rousing speech, but the greatest evidence of the effectiveness of General Powell's speech does not lie with those who agree to his statements, but rather with those who agree with little or none of it. The biting sarcasm that at least one critic managed to convey speaks more as to the effectiveness of General Powell's speech than could anyone who agrees with his statements.
